Abstract

This contribution presents the fragment of a military diploma, today in the possession of the RGZM. It is a conferral of citizenship by Domitian from late 88, or not later than spring 89, for auxiliary soldiers and marines who were stationed in Thrace. So far, both, the cohors I milliaria Ituraeorum and the Thracian fleet were known from one inscription only. Now they both appear on an official Roman document. At the same time, the conferral presents not only the oldest known decree for Thrace, but also the first which simultaneously bestowed a privilege on members of the ground troops and fleet.
