Abstract

In Bavaria, the archaeological heritage management works according the developer-pays principle since 2002. This was already laid out in the original heritage law of 1973. Measures nowadays are executed almost exclusively by private companies. Consequently, Bavaria, together with Northrhine-Westfalia, is the federal state in Germany with the highest number of employed archaeologists. As an excavation is always the final destruction of our archaeological heritage, a good qualification of all participants is a prerequisite for a well working system. Besides a pre-qualification (under adequate efforts) there is need for control – given and executed in Bavaria according to the law – and the possibility for sanctions. A professional association for all in archaeology active people could be a good basis.
