Openness oder „nordkoreanische Verhältnisse“? Top-down implementierter Open Access im britischen Hochschulsystem

Abstract

Die britische Hochschulpolitik verfolgt seit 2011 eine ambitionierte Strategie des forcierten Übergangs zu Open Access. Die auf der Präferenz für den Goldenen Weg beruhende und top-down gesteuerte Implementierung dieser Strategie hat bei den Forschenden geteilte Aufnahme gefunden. Der Artikel analysiert Hintergründe und Kontexte der britischen Open-Access-Strategie sowie deren Auswirkungen auf die unterschiedlichen Stakeholders und zeigt auf, dass der britische Ansatz nicht nur mit beträchtlichem finanziellen und bürokratischen Aufwand verbunden ist, sondern tendenziell auch bestehende Ungleichheiten im Hochschulsystem wie auch der Verlagslandschaft zementiert und die zunehmende Einschränkung der akademischen Freiheit im managementgesteuerten britischen Hochschulsystem verstärkt.
